COSPA is divided into 8 workpackages, 14 official deliverables ( )
and 20 unofficial deliverables ( ).
Click on the image to access the public deliverables.

- This work package intends to gather and analyse user requirements
from the partner PAs, in order to devise possible OS/ODS solutions.
We also want to identify legacy database applications as reference for
elaboration in the subsequent work packages (WP4 and WP5).

|
D2.1 - Catalogue of OSS (~12MB)
Full Title: Catalogue of available Open Source
tools for the PA
In short: In general WP2 primarily aims to understand
what OS tools are currently utilized in PAs, and to which ODS the
currently produced data is compliant.
The relevant Deliverable D2.1 is used to generate a Catalogue containing
available open
source tools for the PA.
|
|
D2.2 - Catalogue of ODS
Full Title: Catalogue of available Open Data Standards
for the PA
In short: This deliverable contains information
about the Open Data Standards that are actually in regular use within
Public Administrations, the administrative requirements needed to
use it,
and the problems of interoperability with existing proprietary data
formats.
|
|
D2.3 - Catalogue of Legacy Databases
Full Title: Catalogue of Legacy Databases
In short: A catalogue of legacy databases, which
illustrates the presence and nature of legacy databases in PAs.
We define a legacy database as being a database which is hard or
impossible to migrate or modify.

|
D2.4/5 - Analysis of Requirements
Full Title: Analysis of Requirements for OS/ODS
Applications in the Public Administration
In short: Work Package 2 (WP2) primarily aims
to understand what Open Source tools are currently utilised in PAs,
and to which Open Data Standards the data currently produced is
compliant. This work package also gathers and analyses user requirements
from partner PAs for use in later Wps. Deliverable D2.4/2.5 describes
the data obtained for the requirements of PAs for desktop software
applications and data standards. The processes used for capturing
this information are outlined. This information will be used in
later deliverables to assess whether the use of Open Source Software
and Open Data Standards is a viable possibility. The data could
also be used, in other contexts, such as improving administrative
business processes, existing software applications, or designing
new ones.

D2.8/9 - Prioritisation of Requirements
Full Title: Prioritisation of requirements for
OS and ODS
In short: WP2 primarily aims to understand what
OS tools are currently utilized
in PAs, and to which ODS the currently produced data is compliant.
At the same time this
work package intends to gather and analyse user requirements from
the partner PAs, in
order to devise possible OS/ODS solutions. We want to identify legacy
database
applications as reference for subsequent elaboration in the subsequent
work packages
(WP5). Different countries and specialisation of PAs generate a
variety of different
environments and problems to be addressed. Business administration
is a dynamic activity:
new laws, procedures, and responsibilities are being placed on PAs
every day. This means
that the requirements are not static, that requirement gathering
is a continuous process, that
there is a need for flexibility, adaptability and interoperability.
This document presents a method for helping decision makers to determine
the importance
of the requirements. |

D3.1 - Framework for evaluating return/losses of the transition
to ODS/OSS
Full Title: Framework for evaluating returns/losses
of the transition to ODS/OS, including the key criteria for evaluating
the effectiveness of the transition to OS/ODS
In short: The defined framework should help to
identify possible returns or losses of a transition to ODS or OS
software as well as to identify when such introduction creates significant
returns. It should help at creating an infrastructure supporting
European PAs in a wise and non-disruptive adoption of ODS and OS. |

|
|
D4.1 - Identification Of The Training And Administrative Support
Needs
Full Title: Identification of the training and
administrative support needs and issues for the adoption of the
identified OS applications and environments
In short: Deliverable 4.1 contains details of
the OS applications and environments that may be suitable for use
within the PAs, along with the corresponding training and administrative
needs. It is based on information provided by the partners of the
COSPA project in WP 2.
|
|
D4.3 - Experience Report
Full Title: Experience report on the implementation
of OS applications in the partner PAs
In short: Deliverable D4.3 is a collection of
reports provided by the partners PAs on their current use of OSS.
|

|
|
D5.1 - Definition of the target ODS
Full Title: Definition of the target ODS
In short: The deliverable 5.1 describes the requirements
to a target Open Data Standard and the methodology of how it can
be selected from a list of competing Open Data Standards. This method
enables public administrations to define their Open Data Standard
for a certain type of application (i.e. word-processing, spreadsheet,
Email) based on collected requirements for that standard.
|
|
D5.2 - Database Migration
Full Title: Database Migration
In short: D5.2 focuses on the problems of database
migration. Bridging and migration tools are presented. |

-
The objective here is to run experiments on the introduction of OS/ODS
in the partner PAs, and to benchmark the effectiveness of the deployed
OS solutions through a statistical and cost/benefit analysis, also
using the framework developed in WP3.

- This work package aims to document and pool knowledge acquired in
the past work packages, in particular those on user requirements analysis
(WP2), the deployment phases (WP4, WP5 and WP6), and the benchmark study
(WP3). The knowledge base will be placed on the Internet and made freely
accessible.

-
Knowledge base and series of workshops at regional and European level,
with the aim of stimulate: exchange and sharing of knowledge among
the partners of the Consortium, public and business' awareness on
the project and on OS and ODS in general. Exploitation aims at creating
a sustainable market for offering OSS-based services to Public Administrations.
